import tga custom resource fails

Hi,

Using VS2013 C++ project. In Resource View, right-click select Add Resource. Click Import, select All Files. Select tahoma_16.tga, click on Open. I get an error box that says "Cannot load file." The file is not read-only, if I change the extension to bin it still does not work. Other custom .bin files work fine.

Any ideas?
