Do I need special permissions for networking in a service?

So I tried putting some winsock server code inside a service,but I cannot connect to it.

Then I made an app with the same code that works perfectly(I can connect to it).

Then,I made a service that launches that exe in hope that it may work.The service launches the console but again,I cannot connect to it! Even though the console is listening for connections.

I'm currently using the service as Local system account + allow service to interact with desktop

I also tried using "NETWORK SERVICE" but nothing happens.

What is wrong?!
